Contribution Limits for Pennsylvania State Legislature Campaigns:

  • Individuals: Pennsylvania does not impose limits on the amount individuals can contribute to state legislature campaigns.
  • Political Action Committees (PACs): Similarly, there are no limits on contributions from PACs to candidates for the state legislature.
  • Corporate and Union Contributions: Direct corporate and union contributions to candidates are prohibited in Pennsylvania. Corporations and unions can, however, contribute through Political Action Committees (PACs) they establish.

Legal Requirements and Reporting

  • Reporting: Campaigns must regularly report contributions and expenditures to the Pennsylvania Department of State. The reporting schedule varies depending on the election cycle and includes pre-election reports, post-election reports, and annual reports.
  • Record Keeping: Campaigns must keep detailed records of all contributions received and expenditures made. This includes the name, address, and amount of each contribution.
  • Anonymous Contributions: Pennsylvania law limits anonymous contributions to $50 per contributor, per reporting period.
  • Cash Contributions: Contributions in cash are limited to $100 per person, per reporting period.

Special Instructions and Considerations

  • In-Kind Contributions: Non-monetary contributions (goods or services) are considered in-kind contributions and must be reported at their fair market value.
  • Foreign Contributions: Contributions from foreign nationals are prohibited.
  • Personal Use of Campaign Funds: Pennsylvania law prohibits the use of campaign funds for personal expenses unrelated to the campaign or officeholding duties.
